planBumps(__namedParameters): Promise<PlannedBumps>

Compute the bump of the packages of a resolved config, without asking for any confirmation nor writing anything: the versions of each package, the reason of its bump, and the plans bump() confirms then writes. Neither the hooks nor git fetch --tags run here.
