Resolve every distinct registry actually needed to publish the given set of packages - the union of resolveRegistryTargetsForPackage across all of them, deduped by registry URL. Used for the pre-publish authentication safety check once the package list to publish is known, so a registry scoped to packages that are not part of this release does not block it.
