getNewPackageCompareBase(packagePath, cwd): string | null

Resolve the commit a new package's compare link starts from: the parent of the first commit that touched the package, so the link covers the whole package history. Falls back to that first commit when it is the repository root commit (no parent). Returns null when the package has no commits yet.
