isCommitOnlyInIgnoredPackages(commit, ignoredPaths): boolean

True when EVERY changed file of the commit lives inside an ignored package. Such commits are excluded from the root (unified/selective) version bump and changelog so a breaking change scoped to an ignored package never bumps the whole repository. Commits with no detectable files are kept (fail-open).
